TR41 Regional Plan Eskişehir Provincial Launch Meeting Held at Anadolu University
The 2024–2028 TR41 Regional Plan, prepared by the Bursa Eskişehir Bilecik Development Agency (BEBKA) under the coordination of the Ministry of Industry and Technology’s General Directorate of Development Agencies, was approved by Presidential Decree No. 9253 dated December 16, 2024, and published in the Official Gazette on December 17, 2024. Prepared in alignment with the National Strategy for Regional Development (NSRD), the Plan aims to support the region’s socioeconomic development and ensure sustainable growth.
As part of this process, the TR41 Regional Plan Eskişehir Provincial Launch Meeting was held on February 11, 2025, at Anadolu University under the chairmanship of Deputy Governor Dr. Hasan Çiçek. Attended by representatives from public institutions, local governments, the private sector, and civil society organizations, the meeting served as an important platform for consultation on regional development.
“Our Goal is Holistic Development”
Delivering the opening speech, Eskişehir Deputy Governor Dr. Hasan Çiçek emphasized the role of regional planning in national development.
“The provinces of Bursa, Eskişehir, and Bilecik play a significant role in Türkiye’s economic growth with their strong capacities in industry, agriculture, tourism, and entrepreneurship. The 2024–2028 TR41 Regional Plan aims to advance this potential with a sustainable and inclusive approach. This plan, jointly prepared through collaboration between the public sector, private enterprises, and civil society organizations, is designed to enhance the region’s competitiveness while improving the quality of life. Regional planning is not only focused on economic growth but also prioritizes environmental sustainability and social inclusion. Holistic development is our shared objective. I believe that through cooperation with all stakeholders, we will elevate our region even further throughout the 2024–2028 period.”
BEBKA Acting Secretary General: “We Focus on Enhancing Regional Competitiveness”
Following the opening remarks, Mr. Sabri Bayram, Acting Secretary General of BEBKA, highlighted that the 2024–2028 Regional Plan supports projects that enhance the region’s competitiveness.
“The Regional Plan aims to increase the technological level of industry, accelerate green and digital transformation, develop the entrepreneurship ecosystem, and build resilient cities. It will reduce regional disparities and make Bursa, Eskişehir, and Bilecik more competitive both nationally and internationally. As BEBKA, we remain committed to working closely with all stakeholders to realize these objectives.”
He further added:
“The Plan promotes the transition to medium- and high-tech industry, supports the internationalization of the entrepreneurship ecosystem, strengthens transportation infrastructure, and fosters more resilient urban development. Our mission is to reduce inequalities within and between regions, positioning the TR41 Region as a leader in innovation and sustainable development.”
Regional Plan Presentation & Strategic Priorities
Following the opening speeches, Dr. Elif Boz Ulutaş, Head of BEBKA’s Planning, Programming and Coordination Unit, delivered a presentation on the TR41 Regional Plan.
The presentation covered BEBKA’s support programs from 2010 to 2025, the regional plan preparation process, and current situation analyses. It also shared the strategic priorities, spatial development measures, and project proposals aimed at supporting the region’s economic and social development.
The 2024–2028 TR41 Regional Plan is shaped by the following vision:
“A TR41 Region that generates added value in both urban and rural areas through qualified human capital and sectoral diversity; has advanced transportation infrastructure; is resilient to disasters and crises; is livable; and is a proactive center for innovation and entrepreneurship in green and digital transformation.”
In line with this vision, three core strategic priorities were identified:

Q&A Session and Closing
After the presentation, a consultation session was held in which participants’ questions were addressed. Stakeholder feedback contributed to strengthening inclusiveness and cooperation in the region’s development efforts.
The Eskişehir Provincial Launch Meeting concluded with valuable insights and suggestions from participants. BEBKA will continue working in close collaboration with all stakeholders to ensure that regional development is sustainable, inclusive, and impactful.
