TR41 Regional Plan Introduced at the Bilecik Provincial Launch Meeting
Prepared by the Bursa Eskişehir Bilecik Development Agency (BEBKA) under the coordination of the General Directorate of Development Agencies of the Ministry of Industry and Technology, the 2024–2028 TR41 Regional Plan was approved by Presidential Decree No. 9253 dated December 16, 2024, and published in the Official Gazette on December 17, 2024. The plan, aligned with the National Strategy for Regional Development (NSRD), was designed to support the region’s socio-economic development and ensure sustainable growth.
In this context, the TR41 Regional Plan Bilecik Provincial Launch Meeting was held on February 13, 2025, at the Bilecik Şeyh Edebali Culture and Congress Center, under the chairmanship of Bilecik Governor Mr. Şefik Aygöl. The meeting, attended by representatives from public institutions, local governments, the private sector, and civil society organizations, marked a significant milestone for regional development and the future of Bilecik.
“Bilecik is One of the Region’s Strategic Production Centers”
In his opening remarks, Governor Şefik Aygöl emphasized the critical role of regional planning in Bilecik’s economic and social development.
Governor Aygöl stated:
“With its export performance, industrial and agricultural infrastructure, and strategic logistics position, Bilecik is among the provinces that will most contribute to the strategic goals of the Regional Plan. In recent years, Bilecik’s total trade volume has significantly increased. As of 2023, our exports reached 1.07 billion dollars, and our share in the region’s industrial production has grown. The Regional Plan, developed through the collaboration of public institutions, the private sector, and civil society, serves as a comprehensive roadmap featuring projects that will enhance the region’s competitiveness and improve quality of life. Regional planning addresses not only economic development but also environmental sustainability and inclusive growth. I firmly believe that, by working together throughout the plan period, we will take our region much further.”
BEBKA Deputy Secretary General: “Bilecik Will Be a Pioneer in Green and Digital Transformation”
Following the opening speech, BEBKA Acting Secretary General Mr. Sabri Bayram highlighted that the 2024–2028 Regional Plan supports projects aimed at enhancing Bilecik’s competitiveness.
In his address, Mr. Bayram stated:
“Thanks to its potential in industry, technology, and agriculture, Bilecik is among the provinces that can lead in green and digital transformation. The plan outlines a multidimensional strategy including the completion of infrastructure in organized industrial zones (OIZs), reducing the carbon footprint of industry, modernizing agricultural production, and strengthening the innovation ecosystem. As BEBKA, we will continue working with our stakeholders to achieve sustainable development in the region.”
Presentation of the Regional Plan and Strategic Priorities
Following the speeches, Dr. Elif Boz Ulutaş, Head of BEBKA’s Planning, Programming and Coordination Department, delivered a presentation on the TR41 Regional Plan.
The presentation covered BEBKA’s support between 2010 and 2025, the preparation process of the regional plan, and current situation analyses. Strategic priorities, spatial development measures, and proposed programs and projects supporting the region’s economic and social development were also shared.
The 2024–2028 TR41 Regional Plan was designed with the vision of
“A TR41 Region that creates value in both urban and rural areas with a qualified workforce and sectoral diversity; is equipped with developed transportation infrastructure; is resilient to disasters and crises; is livable; and is a proactive hub of innovation and entrepreneurship in green and digital transformation.”
Accordingly, three main strategic priorities have been identified:

Following the presentation, a consultation session was held in which participants’ questions were answered. Feedback from stakeholders contributed to strengthening collaboration and participation in the region’s development process.
The Bilecik Provincial Launch Meeting concluded with the exchange of views and suggestions. BEBKA will continue to work in cooperation with all stakeholders to realize a strong local development movement.
