The 2024–2028 TR41 Regional Plan Introduced at the Bursa Provincial Launch Meeting
Prepared by the Bursa Eskişehir Bilecik Development Agency (BEBKA) under the coordination of the General Directorate of Development Agencies of the Ministry of Industry and Technology, the 2024–2028 TR41 Regional Plan was approved by Presidential Decree No. 9253 dated December 16, 2024, and published in the Official Gazette on December 17, 2024. The plan, aligned with the National Strategy for Regional Development (NSRD), aims to support the socio-economic development of the region and ensure sustainable growth.
In this context, the Bursa Provincial Launch Meeting for the TR41 Regional Plan was held on February 5, 2025, at the Merinos AKKM Hüdavendigar Hall under the chairmanship of Bursa Deputy Governor Mr. Kürşat Güleryüz. The meeting brought together representatives from public institutions, local governments, the private sector, and civil society organizations, serving as a significant platform for consultation on regional development.
“Regional Development is the Cornerstone of National Development”
Delivering the opening speech, Deputy Governor of Bursa Mr. Kürşat Güleryüz emphasized the strategic role of regional planning in national development.
In his speech, Mr. Güleryüz stated:
“Bursa, Eskişehir, and Bilecik are among the driving forces of Turkey’s development, thanks to their strong ecosystems in industry, agriculture, tourism, and entrepreneurship. The 2024–2028 Bursa Eskişehir Bilecik Regional Plan aims to harness this potential through a sustainable and inclusive approach. The plan is a comprehensive roadmap developed in cooperation with public institutions, the private sector, and civil society organizations, designed to boost the region’s competitiveness and improve quality of life. Regional planning encompasses not only economic development but also environmental sustainability, social progress, and inclusive growth. I believe that by working together throughout the 2024–2028 period, we will take our region much further.”
BEBKA Deputy General Secretary “Green and Digital Transformation are Among Our Top Priorities”
Following the opening remarks, BEBKA Acting Secretary General Mr. Sabri Bayram stated that the 2024–2028 Regional Plan supports projects that enhance regional competitiveness.
In his speech, Mr. Bayram noted:
“The Regional Plan aims to upgrade the technological level of industry, promote green and digital transformation, strengthen the entrepreneurship ecosystem, and build resilient cities. By reducing regional disparities, the plan will help position Bursa, Eskişehir, and Bilecik as more competitive actors at both national and international levels. As BEBKA, we will continue to collaborate with all stakeholders to implement these goals.”
Regional Plan Presentation and Strategic Priorities
Following the opening speeches, Dr. Elif Boz Ulutaş, Head of BEBKA’s Planning, Programming and Coordination Department, delivered a presentation on the TR41 Regional Plan.
The presentation covered BEBKA’s support efforts from 2010 to 2024, the preparation process of the regional plan, and current situation analyses. In addition, the plan’s strategic priorities, spatial development measures, and project proposals to support economic and social progress were shared.
The 2024–2028 TR41 Regional Plan has been designed with the vision of
“A TR41 Region that generates value in urban and rural areas with a qualified workforce and sectoral diversity, equipped with developed transportation infrastructure, resilient to disasters and crises, livable, and a proactive center of innovation and entrepreneurship in green and digital transformation.”
Accordingly, three core strategic priorities have been identified:

Following the presentation, a consultation session was held where participants’ questions were addressed. Feedback from stakeholders contributed to strengthening collaboration and participatory development in the region.
