Bursa Eskişehir Bilecik Development Agency (BEBKA) was established by the Council of Ministers Decree No. 2009/15236 dated 14 July 2009 based on the Law No. 5449 dated 25.01.2006 on ‘Establishment, Coordination and Duties of Development Agencies’. The Agencies, which were recently reorganised with the Presidential Decree No. 4 on the Organisation of Institutions and Organisations Affiliated, Related and Associated to Ministries and Institutions and Organisations, continue their activities under the coordination of the General Directorate of Development Agencies of the Ministry of Industry and Technology.

BEBKA is an institution that directs development in the provinces of Bursa, Eskişehir and Bilecik by enhancing coordination and cooperation among public sector, private sector and non-governmental organizations; offering local-oriented solutions for local problems and promoting sustainable development by means of proper and effective use of sources. Organizational structure of our Development Agency consists of Development Committee, Administrative Board and General Secretary. Development Committee acts as the advisory body, administrative board is the decision-making body and Secretariat General represents the executive body of the agency.

It has an effective management structure with an administrative board at the highest level of representation made up of governors, mayors, provincial general council presidents and chamber of industry and commerce presidents of the provinces in the region; a broad cooperation, participation and consultation network with the representatives of universities, public institutions, private sector and non-governmental organizations in the region; and a strong executive organ with qualified personnel that are competent and experienced in their fields.

Our main goal is to reduce intraregional development differences by providing coordination and cooperation among public sector, private sector, civil society and universities. In accordance with this purpose, 2014-2023 Bursa Eskisehir Bilecik Region Plan has been prepared determining our regional priorities by means of scientific methods and participatory approach. Within the scope of this regional plan, a model was generated that will shape development in terms of project financial aids, training requirements, investment and promotion opportunities.

Our development agency supports projects and activities that offer solutions for sectorial and thematic problems in the region within the frame of strategies and priorities presented in the regional plan. Development Agency supports consist of two sections as financial and technical supports. Financial supports are provided as direct financial supports and loan supports with and without interest. Direct financial supports granted by BEBKA include projects supported by call for proposal method, research and planning studies with critical importance supported by direct activity method and large scale-projects supported by guided project support method that will accelerate regional development. On the other hand, technical support may be provided for the purpose of strengthening civil society in the region, developing local and rural capacities.
