ORGANISATION STRUCTURE

The Agency consists of Development Board, Executive Board, General Secretariat and Investment Support Offices. The Development Board is the advisory body, the Executive Board is the decision-making body and the General Secretariat is the  executive body. BEBKA completed its institutional structuring and established its working units as of January 2011. Investment support offices were established in Eskişehir, Bilecik and Bursa provinces and relevant expert staff were appointed. The administrative organisation of BEBKA is given below.

EXECUTIVE BOARD

Executive Board  is the decision making body  and consists of the following members in accordance with the relevant law: Governors of the provinces in the region, Mayors of the provinces in the region, Presidents of the provincial general assembly of the provinces in the region, Presidents of the chambers of commerce and industry of the provinces in the region.

GENERAL SECRETARIAT

General Secretariat is the executive body of the Agency. The General Secretary is the top supervisor of the working units and investment support offices affiliated to the General Secretariat. General Secretary is responsible to the  executive board  in his/her duties.

The Secretary General's Duties and Powers

  • To implement the decisions of the executive board.
  • To prepare and submit the annual work programme and budget to the executive board.
  • Collecting the revenues of the Agency, making expenditures in accordance with the procedures and principles to be determined according to Article 4 and the budget and the decisions of the executive board.
  • To decide on the purchase, sale, lease and service procurement of movable goods other than vehicles within the limits to be determined by the executive board.
  • To monitor, evaluate, audit and report the supported projects and activities.
  • To determine the performance criteria of the personnel and to evaluate their performance.
  • To propose the recruitment and dismissal of personnel to the executive board.
  • Representing the General Secretariat of the Agency, attending national and international meetings related to regional development and making contacts abroad.
  • To carry out the secretariat affairs of the Agency and other services within the field of duty.
  • To use the powers delegated by the executive board.

GENERAL SECRETARIAT

Sabri BAYRAM

BEBKA Acting Secretary General

Born in Erzincan, Sabri Bayram completed his primary, secondary and high school education in Bursa and graduated from METU Department of Economics in 2011. He also completed the Associate Degree in Justice programme at Anadolu University. Following his education, Bayram worked as a Programme Management Specialist at the Northern Anatolia Development Agency (KUZKA). After working at KUZKA, Bayram worked at Bursa Eskişehir Bilecik Development Agency (BEBKA) at different levels such as expert and manager in the Programme Management Unit and Planning, Programming and Coordination Unit. Bayram, who took part in BEBKA's vision projects such as project management, project cycle and entrepreneurship financing, accelerator programmes, regional venture capital model, is fluent in English. Sabri Bayram, who has been appointed as the acting Secretary General of Bursa Eskişehir Bilecik Development Agency, is single.

UNITS UNDER THE GENERAL SECRETARIAT

PLANNING, PROGRAMMING, AND COORDINATION UNIT'S DUTIES

The Planning, Programming and Coordination Unit is in charge of carrying out studies for collaboration and capacity building with local, national, and international institutions; planning regional and sectoral plans and programs with the participation of local actors; and conducting research to accelerate the economic, social, and cultural development of the region and increase its competitiveness.

PROGRAMME MANAGEMENT UNIT ‘S DUTIES

Programme Management Unit is the unit responsible for the management of the support programmes to be established according to the regional plan and programmes prepared by PPKB. The PMU is responsible for the implementation of the process from the receipt of applications to the determination of the projects/activities entitled to receive support and the signing of contracts with the applicants.

MONITORING AND EVALUATION UNIT’S DUTIES

Monitoring and Evaluation Unit carries out studies on the collection, analysis, notification and use of the necessary information for the purpose of monitoring and evaluation of the plans and programmes prepared by the Agency and the projects supported. It ensures that the efficiency, effectiveness, impact and sustainability of the support activities are monitored at regular intervals. For this reason, it is closely involved in the implementation and monitoring of the projects that are successful within the framework of the support programmes and for which a contract has been signed, the control of their compliance with the laws and procedures, and the problems and needs of the beneficiary.

FINANCIAL AND ADMINISTRATIVE AFFAIRS UNIT’S DUTİES

Financial and Administrative Affairs Unit, consists of Accounting, Budget, Purchasing, Human Resources, Legal, Archive, Executive Assistant and IT functions. It fulfils the agency's financial and administrative affairs and transactions.

DUTIES OF THE EXPERT STAFF RESPONSIBLE FOR LEGAL COUNSELLING

Expert Staff Responsible for Legal Consultancy responsible for examining the texts such as contracts, directives, protocols issued by the Agency or to which the Agency is a party and auditing the compliance of these documents with the provisions of the relevant legislation, following the legal process of the files of the Agency transferred to the legal process, following the follow-up of lawsuits, execution and other legal processes to which the Agency is a party, giving opinions on transactions that will have legal, financial and criminal consequences regarding the issues requested by the Secretary General or other units, or on draft laws, decrees with the force of law, bylaws and regulations.
