Cyber Security Experts of the Future will be Trained in Bursa with Cyber Homeland Programme
Bursa Uludağ University and Bursa Technical University signed a cooperation protocol with BEBKA for Siber Vatan Programme
The Siber Vatan Programme, carried out in cooperation with the Ministry of Industry and Technology, the Presidency of Defence Industries and the Digital Transformation Office, and under the coordination of the General Directorate of Development Agencies, offers a great opportunity for young people who want to specialise in cyber security. According to the National Cyber Security Strategy and Action Plan, strengthening cyber security and creating qualified human resources are among the most important priorities. The Siber Vatan Programme, which is disseminated in Development Agencies, aims to strengthen the cyber security infrastructure of our country and develop human resources in this field.
The Siber Vatan Programme to be launched by BEBKA in Bursa consists of five different components that enable students to specialise in critical areas such as web security, malware analysis, reverse engineering, cyber threat intelligence and security operation centre. These are ‘Technical Training’, ‘Cyber Homeland Bootcamp’, ‘Cyber Homeland Teamscamp’, ‘Team Work’, ‘Siber Vatan Vision Meetings’.
Students who successfully complete the technical trainings lasting approximately 8 months will be evaluated through various assignments, tasks and exams. Those who are successful in this process are entitled to participate in the Bootcamp programme, and those who are successful in Bootcamp are selected for Siber Vatan Teams and employed as interns in various companies under the coordination of the Turkish Cyber Security Cluster.
With Teamscamps for Siber Vatan teams, basic entrepreneurship training, problem finding and problem solving, needs analysis and SWOT analysis training, business idea creation, business idea verification, business model creation, mentoring processes are carried out for students who come forward with a viable idea in order to enable students to make their own initiatives and new initiatives are created.
Students work in teams to carry out applications, participate in national and international competitions and work on technology-oriented entrepreneurship projects. In addition to trainings, master-apprentice meetings, team work, sectoral projects, national and international conferences, competitions and cyber security exercises are organised.
Students participating in the programme gain both technical knowledge and sectoral experience through collaborations with important institutions such as the Presidency of Defence Industries, Digital Transformation Office and Turkish Cyber Security Cluster, and reinforce their knowledge and skills by taking part in events such as TEKNOFEST, Hack Black Sea, TEKNOFEST Azerbaijan and NATO Locked Shield Exercise.
With the Siber Vatan Programme, the first step was taken to train the cyber security experts of the future in Bursa and BEBKA Deputy Secretary General Sabri Bayram signed a cooperation protocol first with Bursa Uludağ University Rector Prof. Dr. Ferudun Yılmaz and then with Bursa Technical University Rector Prof. Dr. Naci ÇAĞLAR. With the protocol, Bursa Uludağ University and Bursa Technical University students will be provided free of charge without any departmental discrimination.
Sabri Bayram: ‘Siber Vatan Programme is an important cornerstone in achieving national goals’
Speaking at the ceremonies, Deputy Secretary General Sabri Bayram said: ‘Cyber security has become one of the most critical elements of the modern world. In today’s world where digital transformation is progressing rapidly, the risks that may threaten our national security are also increasing. For this reason, it is of great importance to train our young people in this field and to increase our power to protect the digital borders of our country. The Siber Vatan Programme is an important cornerstone in achieving this goal. I believe that each student we train will contribute to the digital security of our country with the knowledge and experience they gain. They will be the cyber security leaders, technology entrepreneurs and innovation pioneers of the future.’

Prof. Dr. Naci Çağlar: ‘Siber Vatan Programme will offer our youth the opportunity to gain in-depth knowledge in the field of cyber security’
Speaking at the ceremony held at Bursa Technical University, Bursa Technical University Rector Prof. Dr. Naci Çağlar said: ‘As the only Technical University of the nearby region and Bursa, it is a great responsibility and honour for us to take part in this project that will contribute to the cyber security ecosystem of our country. I believe that our university will play an important role in the success of the Siber Vatan Programme with its strong academic structure, technical infrastructure and student potential. This cooperation will provide our young people with the opportunity to gain in-depth knowledge in the field of cyber security and will raise them to a level that can compete at national and international level. Students who want to develop themselves in the field of cyber security will be able to make their applications from the link https://basvuru.sibervatan.org/bursa-2025-donemi-siber-vatan-programi-girh7b until 25 October 2024. Students whose applications are accepted will have to complete the training and tasks (Linux training, Network training and exam) on the Siber Vatan Hackviser platform online within a period of 15 days. In the second stage, students who complete the tasks on the Hackviser Platform will be subjected to an exam, and 40 successful students will be entitled to receive face-to-face training.
