Bursa Eskişehir Bilecik Development Agency (BEBKA) has announced the 2025 Feasibility Support Program with a total budget of 3,000,000 TL as of 28.02.2025.
The details of the Feasibility Support Program, prepared in line with the Bursa Eskişehir Bilecik Regional Plan and results-oriented programs, are as follows:
Program Objective
The objective of the program is to support feasibility studies for projects that contribute to benefiting from significant opportunities for the development and competitiveness of the TR41 Region, preventing threats and risks to the regional economy, and enhancing the region’s innovation and entrepreneurship capacity within the framework of the Agency’s results-oriented programs.
Program Priorities
Within the scope of the 2025 Feasibility Support Program, support will be provided for feasibility proposals aligned with the following priorities:
Priority 1: Innovation and Efficiency
Preparation of feasibility studies aimed at promoting R&D, innovation-oriented, competitive production and service processes, and ensuring the efficient and effective use of resources in the region.
Priority 2: Development of the Entrepreneurship Ecosystem
Preparation of feasibility studies that will contribute to the development of the entrepreneurship ecosystem and enhancement of entrepreneurship capacity in the region.
Priority 3: Rural Development
Preparation of feasibility studies that support sustainable rural development by diversifying and enhancing economic activities in rural areas while considering the rural-urban balance, and by leveraging local assets and tourism potential to improve competitiveness in tourism.
Priority 4: Local Development Opportunities
Preparation of feasibility studies for projects considered urgent and critical local development opportunities in the region.
Support Amount
Within the framework of the program and in line with the specified priorities, the following support amounts will be provided:

Minimum Amount: 150,000 TL

Maximum Amount: 500,000 TL
Support Rate
A minimum of 25% and a maximum of 75% of the total eligible costs of a feasibility proposal will be covered by the support.

Application Period
Feasibility support is not a project call for proposals. Therefore, feasibility support requests will be evaluated technically and financially within a maximum of one month from the date they reach the Agency. Successful applications will be submitted to the Management Board for approval at the first available board meeting.
Once the total budget allocated for the program has been committed to successful proposals, the acceptance of new applications will cease. Although the final deadline for online applications is set as 31/12/2025 at 17:00, applicants are strongly encouraged not to wait until the last date to submit their proposals. The final deadline for electronically signing the project commitment document via KAYS or, in cases where e-signature is not possible, for delivering a wet-ink signed hard copy to the Agency, is also 31/12/2025 at 17:00.
Project Duration
The implementation period for the supported proposals is minimum 6 months and maximum 12 months, starting from the day after the contract is signed by all parties.
Application Process
Applications for the program will be completed through the Development Agencies Management System (KAYS). The application form, annexes, and supporting documents will not be physically submitted to the Agency during the application stage.
Applications must be submitted via the KAYS application module at https://kaysuygulama.sanayi.gov.tr/. The project commitment document generated through KAYS must be signed electronically. In cases where an e-signature cannot be obtained, the commitment document must be submitted to the Agency with a wet-ink signature by hand, post, or e-mail (proje@bebka.org.tr) to complete the application process.
